Your awakened heroes should be the engraving priority here. Order reccomendation from the afkarena discord is: ABelinda -> ABaden -> ABrutus/AThane->ASolise. Get Whalinda to 1* and get her E60 right away, also do ASolise. And when you get them both to 1*, Palmer and Luc E60.

Unpopular opinion here but I'd say to go for Belinda, she has been the best awakened for so long that she still will be useful for some time on the long run. If you are starting at the game and Belinda matches the ascension level of the rest if your heroes I think she will still be useful to you.
