That quest is "Classified Information", and it starts at the beginning of Act 2. You need to go to the cogitator on your ships' bridge. Thank you, I have completelly missed that part of bridge. On the east side of the map is a cogitator that needs an electoo, whatever that may be, but I have no clue where to find it.

There's a known issue where all passives and feats gained from quests and planet dilemmas are permanently removed during Act 3, which they shouldn't be. I think it's actually supposed to disappear at the end of Kiava Gamma.
