Honestly, it make sense. Knowing all the spells is a relic from ADD 2e and previous, when Druid & Clerics were limited in their spellcasting by the sphere they had access to. Since 3e,with full list access and content inflation, that became a huge power creep for these 2 classes.
A Level 3 Cleric should have access to quite a bit more healing: Three 1st-level spells. Two 2nd-level spells. CHA/day Healing Font (highest-level Heal spell) Lets say you have a +2 Charisma, and therefor two free Heal 2 spells per day. Well, I've not liked playing clerics the last few times I've done it, but I do like the domain spells as a whole. I blame my martial-bias for that. Personally I'd go champion with cleric dedication unless you're planning to rely on offensive casting, you'll still have room for some champion feats and champions have a much better basic chassis (hp, proficiencies etc.) 1.Cleric is absolutely the worst-designed class in 2e.
