Solution: you are not having the pet/thrall use the food, you are using it for yourself but from their inventory so the food item must be something the player character can eat/consume. It doesn't matter what food you put in their inventory, so long as it's food you yourself can eat.

Ive done it at least 10 times with the yog cleaver and it has not completed that step. Okay this one took a few tries to figure out, but basically you have to use the god tool to harvest a body until it turns into a loot bag. Not just once for your token, but two/three times. Its silly, but yes you need to use the mask to get the update. It seems to trigger as soon as you wear the mask during a sand storm, even if you wear it just for a second and only in the storm for a second. Use your sandstorm mask next time. That worked for me.
