According to the Wiki it spawns in the hardcore dungeon in areas with rusty skeletons, with a certain wall background and banners. Thing is the only area in my dungeon like that is at the entrance where it drops down. No mobs spawn there whatsoever. Skeleton Snipers are way too rare. So I thought I would set up an outpost in the post-plantera dungeon and grind until I got each of what I wanted. Turns out that the mob that drops the sniper rifle decides to show up about once every hour and not drop the rifle.
