The factory fuel filter, was installed level horizontally at a height that was slightly higher than the inlet of the carb. It also had a hard-line with a loop in it, between the filter and the carb. This prevents fuel from draining back to the pump, and makes start-ups faster. The fuel return line on the factory filter serves 2 purposes.

The FSM doesn't provide any documentation on fuel line routing, connections, etc, and I cannot find a fuel line schematic anywhere. Reads as though you're running low on fuel which is either the float, the screws settings, supply blockage or pump failure. Number one thing to do for the time being is to eliminate the FPR and restore the dual outlet fuel filter and the fuel return line.

If it were mine, i would run new line from the front to the rear for both the supply and the return lines.
