The 15amp is powered on the Accy. and Ignition side while the 2 Amp is powered only on the Ignition side. What is causing 2005 flhrsi road king custom speedometer to malfunction. Check first the FUSES, clean the terminals of the fuse and replace if already blown. The intermitent location of the speedo means a trickle of voltage going into the system. The malfunction came when your charging the battery w/o removing the terminals.

On touring models it is sitting right on the fuse box cover, you literally have to remove it to get at the other fuses.
