Soline beach is sandy and the rest are pebbles and in the water, a bot rocky. However, Biograd is the most family friendly holiday destination in Croatia IMO.

Under normal circumstances, everything would be open at the end of September but like this, who knows. Your best bet may be large international chains (Hertz, Avis, Europcar etc) - check if they have offices now in Kosovo and Albania, then there is a good chance they would allow a car rented in Croatia to pass to those countries. Zadar is smaller and weather, especially winds and rain, in these parts can be worse than in Split. Traveling to Plitvice from Zagreb is just about 20-30 minutes longer than from Zadar. You can also do a day trip from Zagreb to coast with a car. To Rijeka is approximately 2 hour drive and to Zadar 3 hour drive.8.
