Chaos Reach had a place in endgame back in S13 and 14. The reason it did was because of the cooldown. You could easily wipe an entire room in a GM with it, and the super energy regen would give to you fairly quickly.The Chaos Dungeons build heavily focuses on large Area of Effect (AoE) skills with low Cooldowns to clear the content as fast as possible. Superior reach means you don't take attacks of opportunity. Reach means you can poke through partial cover without disadvantage, though I'm not sure about total cover.
