Unfortunately, the battery is currently too low to turn the starter motor due to multiple start up attempts and accidentally leaving the ignition on. The battery is now on a maintainer so i will have to resume tomorrow.

It starts fine later, after it is warmed up, as long as you open the throttle about one third when cranking and do not use the choke.That would have been a problem because I couldn't have re-applied any new shrink wrap since this actually goes along side existing wires that are going to the battery. ... I'll bet you'll find the battery is toast. Every time the battery drops below 12.4v, it sulphates. Too much sulphation, and it no longer holds an adequate charge. The Vulcan 500 should have no problems starting or operating in very cold temperatures (other than being just a little fickle like any carbed bike, but it will definitely crank)
