Top northeastern part of the map is a common cougar spawn, northern big valley by Mount Hagen is a good bear spawn. I was in the Grizzlies somewhere above Fort Wallace. Put some predator bait down and before I even reached my hiding spot there were already four Timber Wolves eating from it. Seemed like a good place.

I went to the hunting menu to craft predator bait 4 times. Only weird thing was that after the 1st bait crafted, the “craft another” option was greyed out, but when I backed out, there was the option to make more predator bait. This happened one more time, then let me do 2 in a row.

In fact, the 8 times I've used it today and the couple times I've used it in the past, I have never once seen it attract any kind of predator.
