That sounds like your anti-virus and anti-ransomware software is keeping the game from modifying files in your User Documents folder. Check that they're not blocking the launcher too or you won't be able to mess with mods. Yes I read that that was the issue in other places as well. I'll try to see if that fixes the issue.

One fix is to add -opengl at startup args. If you get red dots/lines after opengl turn off anisotropic filtering at GPU control.
