Yup - signal issues effect a certain frequency that those channels run on. For instance in my building, we have a super old camera for the front door that was tied into the coax so you could use channel 3 to see who was at the front door - when that camera was active it would black out channels 3, 6, 38 and 48 because they were all on the same frequency.

It happens at times with live TV but we really notice it on DVR recordings (not all though).
