Me, though, I'd sand and steel wool the rails first to get them shiny and bright, and tape them too. If you don't paint the rails or the coil I don't see how that would affect tone at all.

Sure, a bulb works fine, but I'd have to say you can get a lot more smoke in a hotrail. I make rather large lines, and that produces a lot of smoke.
