So ,we all know that , yonko are there in one piece world for a long time. 1.Whitebeard. 2.Kaido. 3.Big Mom. 4.Shanks. yonko means 4 emperors (Yon literally means 4 and ko means Emperor) There are always 4 emperors in one piece since the same thing happens in shichibukai case also when one is defeated a new one emerges. so as to keep the balance. Roger and Rayleigh being partners is not proof Rayleigh is Yonko level. Roger himself is, Rayleigh is below him guaranteed since he is a parallel to Zoro, and we know Zoro isn't equal to Luffy in any arc ever. The gap exists, it's like Luffy=1.6 Zoros for every arc except Wano, in which the gap is much bigger. The marine have 8 top tiers(5 admirals, Garp, Sengoku, and Mihawk) compared to the Pirate's 6(Yonko, Roger, Rayleigh) but they don't have enough people to fight against Kata, King, Beckmann, etc. Hancock, Kuma, Chaton, Tsuru, and Gion are the only ones who could. No way pk can defeat a yonko so easily, that's pure delusion, the way i see it is a 55-45 at best in favor of pk. We have no idea of knowing how strong Roger is compared to the current Yonko. And there's really no such thing as PK level. Roger became PK for sailing around the world, not his power.

The Yonko system itself was not formed until after Roger's era. So technically, there were no Yonkos back then. If we look at the equivalent then Roger/WB/Shiki were the major players. BM/Kaido also existed back then and surely also were strong, but it seems they weren't as important of figures at that point yet in the grand scheme of things.
